Salt water antennas

Military using salt-water antennas on ships:

TLDR: 10 foot copper antenna beat by 10' x 4" PVC salt antenna.

More discussion and interesting how there is volume scaling for fluid versus surface area for metal.   http://www.wireservices.com/n9zrt/ila/ila.html

Also, does this mean a large salt water lake would be capable of being used as an antenna? That would be ridiculous.

Wonder if amorphous carbon (fire soot) is strong enough / exhibits volumetric antenna scaling packed or in a fluid?
